League of Nations 24 July 1922 (Excerpts) The Council of the League of Nations : Considering that the principal Allied Powers agree to give effect to the provisions of Article 22 of the Covenant of the League of Nations, to entrust the administration of the territory of Palestine, which formerly formed part of the Ottoman Empire, within boundaries to be fixed by the said Powers, to a Mandatary chosen by the said Powers; Considering that the principal Allied Powers have further agreed that the Mandatary shall be responsible for carrying into effect the declaration originally made on 2 November 1917 by the British Government and adopted by the said Powers, in favor of the establishment in Palestine of a national home for the Jewish people, it being clearly understood that nothing shall be done which may prejudice the civil and religious rights of existing non-Jewish communities in Palestine, nor the rights and political status enjoyed by Jews in any other country; Considering that this declaration contains the recognition of the historical connection of the Jewish people with Palestine and the reasons for the re-establishment of their national home there; Considering that the Allied Powers have chosen His Majesty the King of England as the Mandatary for Palestine; Considering that the terms of the Mandate for Palestine have been formulated as follows and submitted to the approval of the Council of the League; Confirming the said Mandate, has decided on its terms as follows, Article 1 The Mandatary shall have full powers of legislation and administration, subject to the limits which may be fixed by the terms of the present Mandate. Article 2 The Mandatary shall assume the responsibility of establishing in the country a political, administrative and economic situation capable of ensuring the establishment of the national home for the Jewish people , as provided for in the preamble, and also of ensuring the development of self-governing institutions, as well as the safeguarding of the civil and religious rights of all the inhabitants of Palestine, whatever their race or religion. Article 3 The Mandatary shall encourage local self-government to the fullest extent compatible with the circumstances ( ? ....). Article 4 A suitable Jewish organization shall be officially recognized and shall have the right to give advice to the administration of Palestine and to cooperate with it in all economic, social and other questions affecting the establishment of the Jewish national home and the interests of the Jewish population in Palestine, and, always under the control of the administration, to assist and take part in the development of the country. The Zionist Organization (which one?) shall be recognized as the organization referred to above , provided that, in the opinion of the Mandatary, its organization and constitution are considered suitable. In agreement with the Government of His Majesty the King, it will take all necessary measures to ensure the cooperation of all Jews willing to collaborate in the establishment of the Jewish national home.
