The Russian HAARP Installation
May 23, 2008
It is very similar to the American installation and, in addition, predates it by over 10 years:

General view of the antenna field of Sura.
The "ionospheric heating" installation Sura is located near the small town of Vasilsursk, on the Volga, and 100 km from Nizhny Novgorod. It is capable of radiating 190 megawatts in the 4.5 to 9.3 MHz range, which is the power of a small nuclear power plant (...). This installation was created in 1981 (HAARP in the USA: 1993). What amuses me is that
the English Wikipedia article
claims that the Sura researchers discovered that it is possible to modulate the ionosphere at low frequencies, as if it were a great discovery. I have explained all of this in detail on this page for a long time. This is precisely one of the purposes of such installations: to use the ionosphere as a huge antenna in order to emit at very low frequencies to communicate with submarines (only very low frequencies penetrate deeply into the ocean).

Regarding the American HAARP installation:

Here is what I found quickly by browsing this link:
http://www.haarp.alaska.edu/haarp/factSheet.html
So for the frequencies, it is indeed in the MHz range (approximately 3 to 10 MHz).
The system therefore operates in the frequency range called "short waves".
For the power, it is indicated as a total of 3600 kW (by summing all the transmitters).
This appears to be the power output of the transmitters, before it reaches the antennas.
The 190 megawatts of SURA are the power output from the antennas, so applying the gain factors of these antennas.
Because the output power of the three SURA transmitters is indicated as three times 250 kW.
In any case, it is enormous, and the birds flying over the area must be getting a free tan... ;-)
Another view of the antennas. The Russian installations always seem to look like they are from another age, but one should not be misled by the apparent rusticity of these installations.

: The field of cosmic space physics, the atmosphere, the earth's crust, and the propagation of radio waves is based on the use of the multifunctional radio complex СУРА (SURA), a unique experimental installation in the Russian Federation.
The project ЦКП СУРА (CKP SURA) is directed by the Research Institute of Radio Physics (НИРФИ) with broad collaboration from scientists of the higher school and institutes of the Russian Academy of Sciences. Scientific studies at the ЦКП СУРА (CKP SURA) will be conducted in cooperation with scientists from Nizhny-Novgorod, Moscow, Kazan, and Ioushar-Oli.

Title:
The USA and Russia suspected of developing weather weapons.
An excerpt:
The U.S. Navy and U.S. Air Force combined efforts to build the facility. Open information sources indicate that the facility is used for causing active influence on the earth's ionosphere and magnetosphere. According to scientific journals, the results could be fantastic. Scientific journals claim that HAARP is capable of causing artificial aurora borealis, it can also jam radar stations of early ballistic missile detection systems, communicate with submarines in the ocean and even detect secret underground complexes of the enemy. Radio-frequency emission is capable of piercing through the ground and examine hideaways and tunnels, it can burn out electronics and destroy space satellites. The equipment can also impact the atmosphere and thus cause changes in weather. HAARP is allegedly used for causing natural disasters similar to Hurricanes Katrina and Rita.
The Navy and the Air Force joined their efforts to build this HAARP installation. Some believe that it could be used effectively to act on the ionosphere and even the magnetosphere. According to some scientific journals, the results could be fantastic. We already know that HAARP is capable of creating artificial auroras borealis, but this text adds that such installations could disrupt missile detection radar, allow communication with submarines (true), detect underground cavities and tunnels, destroy electronic installations, and disable satellites (possible). This equipment could also influence the atmosphere (not at all impossible, since the state of the ionosphere can influence, for example, cloudiness).
Some believe that these installations could cause disasters such as hurricanes of the scale of Katrina or Rita.
Here, it is impossible to deny it. We know little about the effect of the ionosphere on the climate. What many think is, for example, that the action of the bombardment corresponding to solar eruptions could affect the ionosphere and thus modify the terrestrial cloud cover. Many scientists believe that the cause of global warming should rather be sought there, and not in greenhouse gases, and they show, as evidence, the strong correlation between solar activity and terrestrial temperature. I think this is an open debate.
That said, if there are regions of the world that are potentially very unstable, such as the birthplaces of tropical cyclones, acting on the ionosphere could have a devastating triggering effect. In fact, it is not the installation itself that would be the source of destruction, but the phenomenon it could trigger and possibly "guide with small adjustments."
We are in a field where ... nothing is impossible. Human madness is such that everything must be considered. The weather weapon, masking attacks under "natural phenomena," is certainly actively pursued by the great powers. It is the perfect crime, at the level of settling scores between great powers.
