The HAARP site
As a Canadian colleague recently wrote to me, the basic concepts behind the HAARP project (High Frequency Active Auroral Program) and its various applications aren’t new; they date back to the 1960s. But apparently some kind of maturation has taken place over the past forty years. Technology has advanced, and certain things have become feasible now. It’s similar to hypersonic flight (see “[The mysteries of the B2]” /fr/article/nouv_f-b2-b2_0html). As I’ll explain in my book “UFOs: The Veil is Lifting,” due out in January 2003 (simply due to editorial scheduling constraints), hypersonic flight has become a reality after decades of development involving various technologies primarily based on MHD. Only the Americans and Russians continued to pursue efforts in this field. With HAARP it’s the same story. We Europeans find ourselves once again “left out” of a new field. True, advances in military technology involve a new psycho-social strategy: disinformation. It’s impossible to maintain secrecy around any given field for decades. Only active disinformation can keep curious people at bay – and this is the most astonishing phenomenon of our era. It applies to all fields. HAARP is merely the tip of the iceberg.
What to do when you have the technical and scientific capacity to gain a considerable head start over the rest of the world, while violating numerous international treaties (mentioned in Mampaey’s study, concerning environmental protection in all its forms)? First, hide it. It would look very bad to appear as the imperialist bully, showing that you’re capable of crushing any other country, anywhere, anytime. Readers write to me: “But if the Americans had hypersonic bombers with extremely long ranges, why would they still use their old B-52s?” For lots of reasons. Primarily, those B-52s suffice perfectly. At the altitudes where they operate, Taliban anti-aircraft rockets can’t harm them much. Secondly, they can carry the same bombing equipment as those secret super-weapons. Synthetic aperture radars, programmed bombs. They’re not stealthy? Big deal: where are the Taliban radars?
If the Americans have systems enabling them to reach facilities located hundreds of meters beneath the earth’s surface – such as Al-Qaeda hideouts or Saddam Hussein’s “secret” factories producing future weapons of mass destruction for the Arab world – why don’t they do it? Because it would reveal to the world that they’re already capable of producing antimatter on a massive scale. Thus Americans remain deeply modest. Under old B-52s they attach models of hypersonic craft, propelled by powder rockets at Mach 6 or 7. And it doesn’t work... “We’re only at preliminary tests,” while Aurora, a satellite-based spy plane, has been cruising at Mach 12 since 1990. How? Answer in my book in January 2003. You won’t be disappointed.
In minutes from a recent symposium (June 2002), specialists from ONERA reproduce a crude sketch of Ajax, Russia’s equivalent of Aurora, taken from a December 2000 issue of Ciel et Espace, concluding that “all this lies beyond contemporary technological capabilities.” Of course, ours. In such cases we resort to massive disinformation. We steer curious minds toward “anti-gravity” to prevent them from focusing too closely on a far simpler sector: MHD. The Web is full of futuristic drawings, created using computer-generated imagery – all essentially useless mirrors, because the suggested solutions simply aren’t functional.
This reminds me of a letter I received in 1975, from a UFO researcher. He knew how UFOs functioned. I quote from memory:
“Inside the circular UFO there’s a round table surrounded by twelve prepubescent youths in a state of ecstatic levitation.”
The “egg of Columbus,” so to speak...
The big question is: what’s happening on the other side of the Atlantic, in those “sanctuaries”? The error to avoid is trying to gauge these advancements from afar, based on our own knowledge and capacities. We Europeans lag far behind. Military experts struggle to accept this fact. I’ll give examples of this skepticism (I like my friend Rémy Chauvin’s definition of a skeptic: “someone who suspects nothing”). In 1976 I returned from Livermore where luck and circumstance put me face-to-face with the first high-power glass lasers doped with neodymium. Unit power: one terawatt. In France and Europe no laser specialist knew what “terawatt” meant; this power level exceeded their imagination. Back then Gerald Yonas at Sandia, New Mexico, sketched out the preliminaries of Star Wars for me. Total skepticism among French military types. I recall a radio debate with a general acting as spokesperson for the military. His reaction:
“How can a laser hit a one-meter target a thousand kilometers away? That implies a pointing precision of one microradian!”
“General, do you know what the pointing precision is for the smallest ground-based telescope?”
“No...”
“One microradian.”
And this good general went on: “Countermeasures against laser weapons are easy to devise. For instance, simply spin the missiles around and those lasers won’t damage their casings.”
“General, I believe we’re discussing different lasers. What kind of power are yours?”
“Two megawatts – the power level of current CO2 lasers.”
“I think you’re missing a factor of a thousand...”
“But where did you get such information?”
“Right under your elbow. Look, you’re leaning on the latest issue of Aviation Week and Space Technology. It’s in the editor Robison’s editorial.”
“Ah... I just bought it... I hadn’t read it yet...”
Those ONERA engineers “claiming physics laws are identical everywhere and calling American concepts ‘far-fetched’” remind me of that general. Actually, the initial reaction is:
“We have no projects like this, therefore they don’t exist elsewhere; it’s science fiction. Besides, I don’t see how it could work; thus, since I’m an expert, it must be impossible...”
We can apply this same approach to analyzing the HAARP dossier. Don’t make the mistake of underestimating what others can achieve, even though we’re unable to compete (regarding hypersonic flight I estimate Europe’s delay at 25 years – totally unrecoverable). My readers know my views (they need only read “Children of the Devil,” Albin Michel 1995). I don’t care about Europe’s delay in military tech. Pragmatically speaking, I’d say we risk less over the next few decades with just one country – the USA – dominating all others strategically. Competition is what’s dangerous. When the USSR could still match the Yankees, we came close to planetary disaster many times. Having “JR Ewing” dominate the planet is a lesser evil compared to that major risk – at least in the short term.
What’s happening on our good old Earth right now? A North-South conflict is brewing: Rich vs. Poor, high-power lasers vs. explosive vests and suicide commandos. The rich are just as selfish, manipulative, and unscrupulous as medieval lords. Thus, through famine, blockades, and frustration, the Great Global Jacquerie is forming. Making value judgments is pointless. The engine of Earth’s history is stupidity on a grand scale. Ideally everyone should be wealthy or at least comfortable, our biosphere preserved, wealth, knowledge, and energy shared, birth rates controlled, humans kept healthy, and decent living and development conditions provided; laws safeguarding men, women, and children should be enacted; all forms of slavery abolished. We’ve had the economic, technical, and scientific means for ages. This could happen if our planet weren’t dominated by primal selfishness rooted in ideologies and beliefs, and wasn’t a scene of immense waste across all domains, including the astronomical sums poured into military projects.
October 5, 2007: I’ll modify a passage written in 2002 following a charge of racism made by a reader using the pseudonym “psychogun,” meaning “psychological cannon.”
In my text I deliberately adopted a provocative tone, calling natality “a weapon for poor countries.” Thirty-five years ago I wrote about what I termed “the Great Global Jacquerie.”
What’s a “Jacquerie”? It’s a “peasant revolt.” In medieval times, during the 13th century, the poor were peasants; industry and proletariat didn’t exist. When famine ravaged countries and lords hid in castles, bands of peasants sometimes rebelled. When I wrote that article thirty-five years ago, the era was one of “growth,” for rich countries, naturally. An economist friend from Aix-en-Provence studied “development of poor countries” and concluded back then: “this supposed development path is nonsense; the gap actually widens. It’s pure chaos.”
And this becomes ever clearer. Jacquerie can take many forms: uncontrolled migratory flows like we’ve never seen before. If in this dossier I mentioned HAARP-type systems as early as August 2002, it’s to show that technologically advanced nations contemplate extreme solutions, now given the name “crowd control.” You now have another example: microwave directional weapons meant to keep demonstrators at bay by inflicting burns remotely. We’re already in “Soylent Green.”
For years you’ve known about “chips” representing another key advance in mass control: marking individuals, probably without their knowledge (as I said: perhaps via vaccination campaigns; modern chips are sand-grain sized).
The USA doesn’t hold a monopoly on such weapons; Russia is also researching them.
Whenever I note the behavior of any ethnic group I become “racist.” If I say Nasser behaved stupidly and Arab countries should’ve recognized Israel long ago (without necessarily accepting its present borders), I become a Zionist. Likewise, if I mention films showing Jerusalem’s Grand Mufti, representative of Palestinians, greeting Hitler in Germany while giving Nazi salutes or inspecting Muslim SS legions, I’m accused of steering readers toward “anti-Arab” sites. Had I had time I’d have posted the video myself on my site, out of context. But as I recall I merely noted it as a historical fact.
Then I got attacked by... revisionists invoking Faurisson and Garaudy, the “denialists.” Old Garaudy, once a fervent communist, turned into a hardcore Islamic fundamentalist.
Our planet is a total mess, a locus of all disorders. Let me share a personal anecdote. My father’s name was Lévy. During the war my family hid my surname; my father fled to Spain. Were the Lévy family Jewish? No – and it’s amusing. Catholic Isabelle in Spain founded the Inquisition. Spanish Jews had two choices: conversion or exile. My ancestors chose conversion, becoming... churchgoing frogs. Yes, in Spain that’s possible. There are Monsignor Davids and Reverend Father Cohens. My uncle, peace be upon his soul, served Mass in his Pyrenees village; as a child I was an altar boy...

I recall wandering the streets as a child wearing a yellow Jewish star sewn onto my jacket. Later better-informed folks decided identity concealment was wiser. I’m grateful they anticipated events.

My surname was so well hidden and my ID papers so skillfully forged that I learned its true nature years after the war, during a census. Many things can be faked, but not municipal birth records. In Choisy-le-Roi’s registry dated April 5, 1937, no Jean-Pierre Petit appeared. You can verify this.
I was astounded to learn that despite growing up in a pious household I bore the name Lévy. I traveled to Spain to meet my paternal relatives who’d abandoned me during the war. I found stuffy bourgeois folks and die-hard bigots.
Meanwhile I regained my original surname. Academically:
“How, you’re a Lévy yet don’t attend Hebrew lessons?”
“Leave me alone; I understand none of this nonsense.”
Back then Zionism was booming. My stepfather Marcel Pelvé de Maison-Celles offered me his surname. I refused; what use was a noble prefix to me, raised on the streets? Frustrated, I eventually approached the Council of State. I explained:
“I wish to change my name. Dupont or Durand would suit me fine.”
The clerk laughed: “You’ve gone by Petit for twenty years; just keep it. If you agree we’ll formalize this.”
Thus it stands in my birth certificate’s marginal notes.
That’s where ONERA engineers “claiming physics laws are universal and calling American concepts ‘far-fetched’” remind me of that general. Actually the initial reaction is:
