Following a discussion with a specialist from Météo-France, it appears that the devices described below are more likely related to icing tests. This explains the directional and steerable nature of the spray boom.

Here are some close-up photos included in the dossier. First, images supposedly showing test sprayings conducted from a modified Boeing 777:

Next, a photo of a civilian Boeing converted into the standard KC-135 aerial refueling tanker, used notably by the French Air Force:

The KC-135, standard aerial refueling aircraft in many air forces.
On the left, the steerable refueling boom is visible, controlled by two small ailerons. This allows an operator seated in the cockpit—guiding themselves via video feed from a camera—to position the dangling cone at the end of the boom precisely in front of the receiving aircraft's refueling receptacle during mid-air refueling.
