I'll start by addressing a matter I'd promised to cover in a dossier. But I realize someone else has already done so—specifically, a certain Raynal, a science professor. I fully agree with what he writes. The article dates from early 2008, before the scandal involving leaked emails between those Raynal calls the "whip experts." A nice find.
The conclusion is that we poorly understand the mechanisms regulating climate, and we say many things unsupported by evidence on this matter. The title, "the cabal," likely comes from the translation of the English word "cabal." In French, a cabal evokes a set of maneuvers plotted to harm someone or destroy something. Or perhaps one recalls the occultism term: secrecy, hiddenness. In truth, only the content matters. You'll find participants who have appeared in other videos, including a female colonel who worked at the Pentagon and resigned when the U.S. invaded Iraq.
This documentary reflects a growing awareness among journalists, intellectuals, officials, and even... American military personnel. This woman believed "the Pentagon was clean," and that unclear matters were being orchestrated "on the other side of the Potomac, at the... White House." A singular naivety, typically American. You'll discover, or rediscover, many news clips, statements by Cheney, Rumsfeld. The documentary mentions "this unbreakable solidarity between the United States and Israel," and in their words, if the U.S. entered Iraq, it was to stop a race that would have led Saddam Hussein to possess weapons of mass destruction with which he would have attacked Israel.

You are currently following Haiti's tragedy. Some were surprised by the speed of the "American aid" deployment. There were already 9,000 U.S. soldiers on the island to maintain control. With these ten thousand others, control will become total and irreversible.

Why the sunglasses?
1 – May God bless the President for having sent rescue teams almost immediately. I'm referring to President Olafur Grimsson of Iceland. On Wednesday, the AP news agency reported that the U.S. President had promised that "an initial contingent of 2,000 marines could be deployed in the earthquake-stricken country within the next few days."
Within the next few days, Mr. Obama?
2 – There is no such thing as a "natural" disaster. 200,000 Haitians were massacred by slum housing and IMF austerity plans.
3 – A friend called me. She wanted to know if I knew a journalist who could get medicine to her father. She added, choking back tears, "My sister is buried under the rubble. Is there anyone who can help her? Anyone?"
Should I tell her that Obama "will deploy marines in a few days"?
4 – China deployed rescuers with sniffer dogs within 48 hours. China, Mr. President. China: 12,000 km. Miami: 1,000 km. Not to mention U.S. military bases in Puerto Rico, right next door.
5 – Robert Gates, Obama's defense secretary, said, "I don't know how this government could have reacted more quickly or better." We know Gates doesn't know.
6 – Based on my own field experience, I know that FEMA (the U.S. agency responsible for managing natural disasters—criticized for its "non" handling of Louisiana floods—Ed.) has ready-to-deploy drinking water, generators, mobile medical equipment, and more for hurricane relief. Everything is there. General Russell Honoré, who commanded a rapid intervention force after Hurricane Katrina, told the Christian Science Monitor, "I thought we had learned the lessons from Katrina: distribute food, water, and evacuate people."
Maybe the lesson was learned, but Gates and his Department of Defense were absent that day.
7 – Send the Marines. That's America's typical response. It's our specialty. The aircraft carrier USS Carl Vinson finally arrived after three days. With what? Deployed urgently—without any rescue equipment. It carried "Sidewinder" missiles and 19 helicopters.
8 – But no worries, the International Relief Team, fully equipped and capable of operating independently for seven days on the ground, immediately deployed ten cubic meters of tools and equipment, three tons of water, tents, advanced communication devices, and water purification systems. All from Iceland.
9 – Gates refused to send food and water because, he said, "there was no structure to ensure security." For Gates, who was appointed by Bush and allowed to remain by Obama, security comes first. That's what he learned from Katrina.

Haiti occupies part of Hispaniola. It's called the right testicle of Hell. The left testicle is its neighbor, the Dominican Republic. In 1965, when Dominicans demanded the return of their elected president Juan Bosch, who had been overthrown by a military coup, (U.S. President) Lyndon Johnson reacted swiftly, and 45,000 marines landed on the coast to prevent the return of the elected president.
11 – How did Haiti end up in such an economic situation, where all infrastructure—from hospitals to sewers—is dysfunctional or nonexistent—there are only two fire stations in the entire country—a country so weakened it was merely waiting for a "natural" disaster to finish it off?
Don't blame Mother Nature for all the deaths and destruction. That would be a disgrace to Papa Doc and Baby Doc, the Duvalier dictatorship, which plundered the country for 28 years. Papa and Baby pocketed about 80% of the economic aid sent to Haiti—with the complicity of the U.S. government, happy to have their Duvaliers and their Vodou militia, the Tonton Macoutes, as allies in the Cold War. (A war won hands down: the Duvalier death squads assassinated 60,000 regime opponents.)
12 – What Papa and Baby didn't take with them when they fled, the IMF came to finish off. An austerity plan is a kind of voodoo ritual performed by economists turned zombies by a mystical belief that cutting social services somehow improves a country's economic situation.
13 – In 1991, five years after the fleeing of the bloodthirsty Baby, Haitians elected a priest, Jean-Bertrand Aristide, who resisted IMF dictates. A few months later, he was overthrown by the army, applauded by Papa George H.W. Bush.
History repeats itself first as tragedy, then as farce. The farce here is embodied by George W. Bush. In 2004, after the priest Aristide's re-election, he was kidnapped and deported, applauded by Baby Bush.
14 – Haiti was once a rich country, the richest on the continent, a country worth more, as Voltaire wrote in the 18th century, than the rocky, frozen colony called New England. The source of its wealth was black gold: slaves. But the slaves rebelled—and have never stopped paying the price.
From 1825 to 1947, France forced Haiti to pay annual compensation for losses suffered by French slaveholders after the slave revolt. Instead of reducing individuals to slavery, France found it ultimately more effective to reduce an entire nation to slavery.
15 – Minister Gates tells us, "There are certain realities in life that make certain things possible only at a certain speed." The Navy hospital ship will arrive in about a week. Great job, my friend!
16 – I've just received a message from my friend. Her sister was found dead; her other sister had to bury her. And her father needs his medicine. That's also a certain reality of life, Mr. President.

I just saw that Chavez openly accused Americans of using a "seismic weapon". People are talking about it more and more. People no longer know where to turn, what to invoke. Some mention HAARP (although the military purpose of this installation is unambiguous, this manipulation of the ionosphere would likely have climatic effects (see the dossier I compiled in 2002)).

Mitigation means "attenuation." The idea is to trigger small quakes to relieve stress. Certainly, but this implies—supported by tests—that such a generator can indeed affect accumulated stress in fault lines. It could just as well cause attenuation or trigger a quake.
It's late. I leave early tomorrow to bury a friend "who made his final climb." I must conclude. I believe we can trigger natural disasters. This adds a complement to Perkins' discourse. We've seen that loans are a fantastic way to seize a country's resources, masked as humanitarian aid. What a beautiful opportunity when you can swoop in to rescue a poor country and lend it vast sums so it can "rebuild." The money, in reality, goes into other hands than those who truly need it.

We see that this fault, which had no systematic monitoring, runs right through the capital: Port-au-Prince, where a major earthquake struck in 1751 (red star on the previous figure). This region appeared especially vulnerable to a seismic weapon deployed at the submerged part of the fault, to the west. The fault is very close to the surface, like California's San Andreas Fault.
