The HAARP Site

As a Canadian colleague recently wrote to me, the basic concepts of the HAARP project (High Frequency Active Auroral Research Program) and its various applications are not new; they date back to the... sixties. But apparently, a kind of maturation has taken place over forty years. The technology has progressed, and things are now possible. It is like hypersonic flight (see "The Mysteries of the B2"). As I will explain in a book titled "UFOs, the Veil is Torn," which will be published in January 2003 (due to simple editorial scheduling), hypersonic flight became a reality after decades of maturation of various technologies primarily based on MHD (Magnetohydrodynamics). Only the Americans and the Russians continued to work hard in these sectors. For HAARP, it is the same. We, the Europeans, are discovering a new sector where we are once again "out of the game." It is true that the progress of military techno-science involves a new psycho-sociological strategy in our time: disinformation. It is impossible to maintain a veil of secrecy over any field for decades. Only active disinformation keeps the curious at bay, and this is the most astonishing phenomenon of the contemporary era. It is the same in all fields. HAARP is only the tip of another iceberg.

What do you do when you have the technical and scientific possibility to take a considerable lead over the rest of the world, violating numerous international treaties in the process (mentioned in Mampaey's study, concerning respect for the environment in all its forms)? First, hide it. It looks very bad to appear as the imperialist of service, to show that you would be capable of crushing any other country, anywhere, at any time. Readers write to me, "But if the Americans had hypersonic bombers with very long range, why would they still use their old B-52s?" For many reasons. First, these B-52s are sufficient. At the altitude where they operated, the Taliban's surface-to-air missiles could not do much to them. Second, they are capable of carrying the same bombing equipment as the secret super-machines: synthetic aperture radars, programmed bombs. They are not stealthy? So what: where are the Taliban's radars?

If the Americans have systems allowing them to reach installations located hundreds of meters underground, such as Al-Qaeda shelters or the "secret" factories where Saddam Hussein develops the future weapons of mass destruction for the Arab world, why don't they do it? Because this would reveal to the world that they already know how to produce antimatter on a massive scale, simply. So the Americans remain profoundly modest. Under ancient B-52s, they attach models of hypersonic aircraft that a solid-propellant rocket propels to Mach 6 or 7. And it doesn't work.... "We are only at the preliminary testing stage," whereas Aurora, a satellite-capable spy plane, has been cruising at Mach 12 since 1990. How? The answer is in January 2003, in my book. You will not be disappointed.

In the minutes of a recent conference (June 2002), ONERA specialists reproduce a rough diagram of Ajax, the Russian equivalent of Aurora, taken from a December 2000 issue of Ciel et Espace, concluding that "all this is beyond the technological capabilities of the time." Of course, ours. When necessary, they disinform heavily. They direct the curious toward "antigravity" to prevent them from getting too close to an infinitely simpler sector: MHD. The Web is full of futuristic drawings, built with computer-generated images that are as many mirrors to the lark because the suggested solutions are not functional.

This reminds me of a letter I received in '75 from a ufologist. He knew, he, how UFOs worked. I quote him from memory:

- Inside the circular UFO, there is a round table around which are twelve prepubescent adolescents in a state of levitating ecstasy.

The big question is to know where things stand on the other side of the Atlantic, in the "sanctuaries." And the mistake to avoid would be trying to evaluate these advances from afar based on our own knowledge and our own current possibilities. Because we, Europeans, are behind, terribly behind. Military experts have trouble accepting this idea. I will give you examples of this skepticism (I like the definition my friend Rémy Chauvin gives of a skeptic: "it is the one who suspects nothing"). In '76 I returned from Livermore where chance and luck had put me face to face with the first high-power neodymium-doped glass lasers. Unit power: one terawatt. In France and Europe in general, no laser specialist knew the meaning of the word terawatt, and this power (one million megawatts) exceeded their imaginative capacities. At that time, Gerald Yonas, at Sandia, New Mexico, had sketched for me in broad strokes the beginnings of Star Wars. Complete skepticism among French military officials. I remember a radio face-to-face with a general who played the role of the military spokesperson. His reaction:

- How do you expect a laser to hit a target one meter wide at a thousand kilometers? This represents a pointing precision of one microradian. - General, do you know what the pointing precision of the smallest ground-based telescope is? - No.... - One microradian.

And this brave general continued: "Countermeasures against laser weapons are easy to imagine. For example, it would suffice to spin the rockets on themselves, which would prevent these lasers from damaging their casings."

- General, I think we are not talking about the same lasers. The powers you mention are of what nature? - Two megawatts, the power of current CO2 lasers. - I think you are missing a factor of a thousand.... - But, where did you find such information? - Under your right elbow. Look, you are leaning on the latest issue of Aviation Week and Space Technology. It is in the editorial by its editor-in-chief, Robison. - Ah... I just bought it... I hadn't read it yet......

The ONERA engineers "who claim that the laws of physics are the same everywhere and find American concepts far-fetched" remind me of this general. In fact, the first reaction is:

- We don't have projects of this kind, so it doesn't exist elsewhere, it's science fiction. Moreover, I don't understand how it can work, so, as I am an expert, it must be impossible.....

The same approach can be applied to the analysis of the HAARP file. Let us not make the mistake of underestimating what others can do, all others, even if we are unable to enter the race (in terms of hypersonic flight, I estimate the European lag at 25 years, totally irrecoverable). That being said, my readers know my opinions (they just need to read "Children of the Devil," Albin Michel 1995). I don't care about the lag Europeans have in military techno-science. Very pragmatically, I would say that we risk less, for the coming decades, with a single country, the USA, totally dominating all others strategically. It is competition that is dangerous. When the USSR could still play on equal terms with the Yankees, we passed close to planetary catastrophe many times. That "JR Ewing" dominates the planet is, compared to this major risk, a lesser evil, at least in the very short term.

What is happening right now on our good old Earth? A North vs. South conflict is taking shape, Rich vs. Poor, high-power lasers vs. explosive vests and suicide commandos. The rich are as selfish as other human beings, manipulators, devoid of scruples as the lords of the Middle Ages were. So, from famine to famine, from blockade to blockade, from frustration to frustration, the Great Planetary Jacquerie is preparing. Issuing value judgments is futile. The engine of earthly history is stupidity with a capital S. Ideally, it would be good if everyone were rich, or at least comfortable, if we preserved our biotope, if we shared wealth, knowledge, and energy equitably, if we controlled birth rates, if we maintained human health, if we gave everyone decent living and development conditions, if we enacted laws that protect men, women, and children, if we abolished the various slaveries. We have long had the means, economic, technical, scientific, to do this. This could happen if our planet were not dominated by the most primary selfishness, based on ideologies or beliefs of all kinds, and were not the seat of immense waste in all fields, including the phenomenal sums we sink into military projects.

**Knowledge Without Borders

In my text, I had adopted a deliberately provocative tone where I qualified birth rates as "a weapon for poor countries." I had written, 35 years ago, what I called "The Great Planetary Jacquerie."

What is a jacquerie? It is a "peasant revolt." In the medieval era, in the 13th century, the poor were peasants. Industry, the proletariat, did not exist. When famine ravaged the countryside, when lords took refuge in their castles, it happened that groups of peasants revolted. When I wrote this article, thirty-five years ago, the era was "growth," for rich countries, of course. An economist friend from Aix had done a study on "the development of poor countries" and concluded, already at that time: "the word 'developing' is a sham. The gap is actually increasing. It is a fair fight, that's all."

And this is what becomes increasingly obvious. Jacqueries can take various forms. They can be uncontrolled migratory flows, as we have never known. If in this file I mentioned, as early as August 2002, five years ago, systems like HAARP, it is to show that technologically advanced nations are considering extreme solutions, which already have a name: "crowd control." You now have another sample with directional microwave weapons, presented to keep protesters at a distance, inflicting burns on them from afar. We are already in "Green Sun." For several years, you have known about the existence of "chips," which also represent an important advance in mass control by marking individuals, one day perhaps without their knowledge (as I had said: possibly through a vaccination campaign, modern chips being the size of a grain of sand).

The United States does not have a monopoly on such weapons. They are also being studied in Russia.

As soon as I point out the attitude of such or such ethnic group, I become "racist." If I say that Nasser behaved like an idiot and that Arab countries should have long recognized the state of Israel as an entity (without validating its current borders), I become a Zionist. The same if I recall that there are films showing the Grand Mufti of Jerusalem, representative of the Palestinian people, visiting Hitler in Germany doing the Nazi salute, or reviewing legions of Muslim SS. I am accused of sending readers to "anti-Arab" sites. If I had had the time, I would have taken the video in question and presented it on my own site, out of context. But if I remember correctly, I mentioned that I was only pointing out a historical fact.

I was then attacked by ... revisionists, invoking Faurisson and Garaudy, the "denialists." This old fool Garaudy, who, after being a fervent communist, falls into pure and hard Muslim fundamentalism.

This planet is a complete mess, the seat of all disorders. I will tell you a personal story in passing. My father was named Lévy. During the war, the family had hidden my surname, my father having gone to Spain. Jewish, the Lévy family? No, and it is comical. Catholic Isabella, in Spain, developed the Inquisition. Jews residing in the country had two possible choices: conversion or exile. My ancestors chose conversion, becoming ... church frogs. Yes, in Spain, it is possible. There are Monsignor Davids and Reverend Fathers Cohens. My uncle, peace to his soul, served Sunday mass in the Pyrenees, in his village, and I myself, in my tender childhood, was an altar boy....

I remember walking in the streets as a child, with the yellow Jewish star sewn onto my little jacket. Then better-informed people decided it was better to consider hiding one's identity. I am grateful to them for having anticipated the events.

My surname was so well hidden and my identity papers so well falsified that I did not know their nature until years after the war, during a census. You can falsify many things, but you cannot modify birth registers at a town hall. In Choisy-le-Roi, dated April 5, 1937, no one had registered the birth of a Jean-Pierre Petit. You can verify this.

I discovered with astonishment that although I had been raised in a pious family, my name was Lévy. I went to Spain to meet my paternal family, who had nicely dropped me during the entire war. I found narrow-minded bourgeois there, and always bigots.

In the meantime, I had recovered my surname. On the school level:

How, you don't come to Hebrew class? You, a Lévy!

(The tribe of Levi is the tribe of priests in Jewish tradition).

But, leave me alone, I don't understand your stories.

At that time, Zionism was in full swing. My father-in-law, Marcel Pelvé de Maison-Celles, offered me his name. I refused. What did I have to do with a particle, I who had grown up in the street? Exasperated, I ended up going to the Council of State. I explained my situation by saying:

I would like to change my name. Dupont, or Durand, would suit me very well.

The clerk laughed:

Listen, you have been called Petit for 20 years. You just have to continue, and if you agree, we will regularize this.

So it was done. This appears in the "marginal notes" of my birth certificate.

But here begins another story.

In 1961, I went to the USA, more precisely to Princeton University, after graduating from Supaéro. I had easily obtained a scholarship to spend a year there, having worked at the School with the Romanian Coanda. Interested in fluid mechanics, I had been directed to the laboratory of the James Forrestal Institute, led by Professor Bogdanoff (you can't make this up). There is an incident that put the laboratory in a state, for very little. The day of my arrival at the lab, it was lunchtime. The offices were deserted. I visit the place. I notice a sign "restricted area, authorized persons only." At 23, everyone has all the nerve and all the recklessness. I push the door saying to myself that if I get caught, I can always argue my lack of knowledge of English. And there, in a vast hall, I come across the Avrocar, the "American flying saucer":

The Avrocar, Princeton University, James Forrestal Laboratory, 1961. I inspect this mess from all angles. I even get inside. I quickly conclude that it is a simple ground-effect machine, very unstable. I had done research on ground effect at the School and I knew the subject quite well. For interested readers, the Avrocar sucked air through its upper central part and expelled it through a slit located at the base of the annular nozzle surrounding the machine. This produced what was called an "annular curtain," an annular gas curtain. I don't know what joker had imagined that this system could allow the creation, by induced suction, of a depression on the upper disk. In ten minutes, my diagnosis as a fluid mechanic was made: this machine was a wheelbarrow.

This remark did not please Professor Bogdanoff at all, who raged saying that I had seen an ultra-secret machine, which should never have happened.

That, an ultra-secret machine? A very unstable ground-effect machine, rather.

Later, the facts proved me right. What put Bogdanoff into a furious rage was not so much the fact of my indiscretion, the fact that I had revealed a "black program," but rather the fact that a young French engineer had explained to him, on the blackboard, that his thing would never work.

In short, before even starting work in the lab, I was fired.

Several things converged. The day before, I had been invited to a party by white students, Texans. I had the idea of bringing my roommate, a black man who was doing a doctoral thesis on plain chant in the French Middle Ages. We were immediately turned away with the phrase:

Sorry, we don't accept blacks!

I had only to leave the university, which I did after selling my slide rule, five dollars, to take a bus to New York. It turns out that at that time I still had an old passport in the name of Lévy. I had the idea of using it to find work in Brooklyn, in the Jewish quarter. I worked as a handler, then as an accountant in a store, until I could gather enough to return, by boat, as I had come. But in passing, my "identity" made me navigate in the New York Jewish milieu, like the hero of "Truth If I Lie." I was welcomed into my employer's family. In these people's homes, there were two kitchens, one for milk-based foods and the other for meat-based foods ("you shall not cook a kid in its mother's milk," it is in the Torah). A few days before my departure for France, I told the young girl in the house the somewhat singular nature of my identity.

Fortunately, the family didn't know. You, a goy! They would have thrown you out immediately!

On my site, you can read a long transcription of . I felt the need to understand why peoples have been killing each other for millennia. I believe I have provided some elements of an answer. In the outline of the Acts and Epistles, of the New Testament, one finds what is needed to wage all the wars of religion on Earth. It is a pity that the analysis of the Quran is too dangerous to conduct.

The truth is that sectarianism is everywhere, in all directions. Racism exists in all skin colors. Europeans would be surprised to discover the profound racism of Chinese people towards blacks from Africa, in countries where they conduct a discreet and effective economic colonization. Before, everything was analyzed in terms of class struggles. Today, tensions rise between vast human groups, under different common denominators, where religion plays a very active role. What would I do if I were poor? If I were black, Arab? Chinese? Would I not do like so many others, fleeing my native land to reach more prosperous zones. Would I simply have ... the choice?

As a scientist, I try to inform on points that fall within my competencies. I show the incompetence and servility of the press, I encourage people to inform themselves and above all to form their own judgment, to stop letting others think for them. Through the association, I distribute scraps of knowledge, which gives me the impression of being a little useful, on a minuscule scale, lacking institutional help (I will have to try again on the UNESCO side).

Will we succeed in managing ourselves, in limiting greed and its corollary, waste (in armament spending), the destruction of the environment. The task seems insurmountable in an increasingly paranoid world. I fear that our planetary history is running away, skidding.

We live in times of all dangers, and the greatest danger of all is despair.

Instead of starting with generalities about the Earth's atmosphere, its ionosphere, the ability of electromagnetic waves to reflect on its different layers or be absorbed by it, we will take the problem deliberately in reverse. We have nuclear submarines lost in all corners of the planet, and we would like to communicate with them. Bad luck, radio waves pass very poorly through seawater. Only very low frequencies allow reaching these damned submarines while submerged.

Your neighbor bothers you. He likes, late at night, to listen to rock. You notice that you do not hear the melody, only "the basses" hammering your brain. Normal. High frequencies are absorbed by your wall, only low frequencies pass.

To communicate with submerged submarines, one must therefore transmit at very low frequency. In the USA, there are operational centers located in Michigan and Wisconsin which, transmitting VLF (very low frequencies), allow communication with submerged submarines. To transmit, one needs an antenna that is just an electrical conductor object where electrical charges wander. The antenna is the "terminal resonator." It must be able to "resonate" for the considered frequency. Frequency means wavelength. Antennas corresponding to very low frequencies are also associated with very large wavelengths. Therefore, they must be very large. But there are limits to everything. This is when military engineers said, "Could we not use the Earth's ionosphere as an antenna?" They opted for atmospheric layers located at 275 km where the ambient temperature is 1400°. HAARP is an emitter of electromagnetic waves that aims at the sky, which will therefore "shake" the free electrons populating the ionospheric layer. In doing so, it will transmit energy to them. The electronic temperature can be raised by 20%.

HAARP used to communicate with submarines

HAARP is presented as an emitter of relatively modest power, incapable, for example, of ionizing the air at high altitude, thus rivaling the Sun, which does it (this is "photo-ionization"). The regions where HAARP heats the electron gas, which constitute a plasma, will undergo a macroscopic alteration. These regions will dilate. By modulating this HF power injection (HAARP is designed to operate at frequencies ranging from 2.5 to 7 MHz), one will cause large-scale fluctuations in the ionosphere and transform it into ... an antenna for very large wavelengths, therefore very low frequencies (from 40 hertz to one thousandth of a Hertz!). The range of such a transmission is immediately measured in thousands of kilometers. Note bene: frequencies of the order of 30 Hertz allow both communication with submerged submarines and tomography of the Earth's soil. This is therefore a first motivation to drive a project like HAARP, which is large: communicating with submerged submarines and detecting the enemy's underground shelters. This is also the reason why this project is located in the farthest depths of Alaska and entirely controlled by the military. Of course, this is presented as an "essentially scientific project," a way to deepen our knowledge of the ionosphere, but it is a vast sham. On page 69 of his report, Luc Mampaey writes: "Anyway, submarines are not crowded, and where they are, one does not see what impact the waves destined for them could have on our health." I believe he makes an error here because living beings are particularly sensitive to high frequencies modulated at very low frequencies, as the ultra-long molecules like DNA and RNA they contain decode these low frequencies and resonate. For decades, it has been known that DNA is 400 times more absorbent than water for such effectors. Thus, the waves used to communicate so innocently with submerged submarines could have an absolutely unpredictable and uncontrollable impact on all living beings, whether they live in the sea, on the surface, or above, or... anywhere. The consequences? Unforeseen genetic mutations concerning possibly viruses. Many people believe that the AIDS retrovirus was created during a genetic manipulation based on this kind of technique. Others suggest that these diseases affecting the orientation system of cetaceans, which causes them to strand in herds on the coasts, could be a consequence of these interesting physics experiments.

LAS PALMAS (Spain) (AFP) - The environmental organization Greenpeace accused NATO of being responsible for the death of sixteen whales stranded on the coasts of the Spanish archipelago of the Canary Islands, but the Spanish Ministry of Defense assured that it was not proven that these cetaceans had been victims of ongoing naval maneuvers. Greenpeace considers that the death of the sixteen stranded whales is due to "NATO maneuvers" organized off the Canary Islands and has asked the Spanish government to open an investigation on this subject, the association indicated in a statement published in Las Palmas (Canary Islands). "The link between the death of the whales and the NATO maneuvers is quite clear," affirmed a Greenpeace spokesperson, Sebastian Losada, to AFP. "It is unacceptable that the Spanish government authorizes this type of maneuver in these waters, one of the places in the world where the concentration of cetaceans is highest," he continued. The cetaceans found dead on the west coast of the Atlantic islands of Fuerteventura and Lanzarote suffered hemorrhages in the ears and mouth, according to the Greenpeace statement. "The damage caused by acoustic pollution produced by the high-frequency sonar used during these (military) exercises is well known," Greenpeace specified. The regional government of the Canary Islands confirmed only the death of twelve Cuvier's beaked whales, a species close to dolphins, and requested the immediate halt of military operations, according to government sources. "It is not demonstrated that the death of the cetaceans was caused by these maneuvers," a spokesperson for the Spanish Ministry of Defense affirmed to AFP. "These are not strictly NATO maneuvers. The Neo Tapon 2002 maneuvers are organized by Spain, which invited eleven other countries as well as the permanent NATO fleet in the Atlantic. The operations began on September 17" in the Strait of Gibraltar and will end Thursday off the Canary Islands, he specified. Thirty warships, six submarines, and air force units were invited to participate in the operations. In 1989, during military maneuvers of the same type off the island of Fuerteventura, 24 cetaceans were found dead, announced the Spanish Society of Cetaceans (SEC).

The second application of this generation of very low frequencies via the ionosphere is soil scanning (according to frequencies of a few tens of Hertz). As usual, this could have positive repercussions (search for natural resources). But the main goal is to determine the position of underground installations of "the enemy." Once again, we will recall the teratogenic effects of such waves. The list of ailments that could be engendered with them is almost infinite. We have mentioned mutations. But these waves could also act on human and animal brains, modifying behaviors in a totally unpredictable way. For a quarter of a century, it has been known that placing the head in the axis of the waveguide of a radar whose carrier is modulated at a frequency within the audible range allows one to clearly hear the modulation, which is excellent neither for health nor for the auditory system. I hold this fact from Professor Thourel, now retired, who directed the DERMO of Toulouse (Department of Study and Research on Microwaves) in 1976, working primarily for the military. Acting on human beings with modulated HF is therefore not at all Science Fiction. In Mampaey's memo, you will find a more exhaustive list of the various military applications of these "microwave weapons," which constitute an impressive arsenal.

On page 51 of his report, Luc Mampaey mentions a patent concerning an artificial atmospheric mirror (AM) involving two HF beams. As it is currently supposed to function, the HAARP system is below the power threshold allowing air ionization, by a factor of 2. It is obvious that we will not stay there. HAARP installations are powered by generators, visible in the photo above (total 3.6 MW). This is normal in the perspective of communications with submarines. One must pulse the ionosphere at very low frequencies and long enough for the message to pass. Therefore, one needs operation that can be assimilated to continuous. In pulsed mode, one could already involve much higher powers, immediately at the terawatt level. There, one ionizes very strongly. The layer of ionized air can then behave as a mirror, vis-à-vis a new shot of electromagnetic waves. One obtains what is called "a directed energy weapon." And this is where we will provide information not present in Mampaey's study. It has long been known how to create a mirror made of ionized gas of any shape. To do this, it suffices to use two sources:

The first has a frequency N1, the second a frequency N2. In any gaseous medium, there is an optimal frequency Ni to create ionization, which depends on its density. Send into the air two very directional HF beams, having frequencies N1 and N2 superior to Ni, and manage so that at the place where we make these beams cross, the difference (N1 - N2) is precisely equal to Ni. In this limited volume, where the two beams cross, the air will be strongly ionized. Then we perform a spatial scan causing this crossing zone to explore a surface. This surface can be plane or concave. With such a technique, it is perfectly possible to create at high altitude a mirror of very large surface made of ionized gas, on which a microwave beam emitted from the ground can reflect. All this being in pulsed mode, it will leave no trace. The medium can de-ionize very quickly. The signature of the phenomenon can be so fleeting that it cannot, at the limit, be highlighted, or quite difficultly.

This is what hangs above our heads, under the cover of scientific studies that are only ... alibis.

Update dated August 29.

My Canadian friend Norman Mohlant signaled several things to me. In my file, I explained how by acting on the upper atmosphere with microwaves, one could transform it into an antenna emitting very low frequencies allowing communication with submerged submarines. Norman signals to me that this had already been tested at the dawn of the seventies by the navy of Her Gracious Majesty, at Scapa Flow. The ionizing frequency being close to 60 MHz. This system allowed the sending of Morse messages which proved detectable at any point on the planet, including under several tens of meters of water, in the North Sea. Mentioned, according to him, in an article by Pat Hawker, in "Wireless World" dated 1970. In more than thirty years, one can make progress.

Furthermore, I am sent an email from Betty Daly-King who signals that a HAARP-type installation has been set up in ... Australia, at Pine Gap, where a thousand-meter deep well would have been constructed, perhaps to realize an underground nuclear explosion and power the microwave system with an electrical generator (flux compression) whose primary energy would be that of a low-power A-bomb. The power of the device would then defy imagination and would have nothing to do with the 36 megawatts of the generators installed in Alaska. Finally, the island of Diego Garcia, a 100% American sanctuary, located southwest of India, in the Indian Ocean, and obviously impossible to inspect, would be another link in the planetary HAARP system.

Recently (September 23, 2002), a reader sent me animated sequences (300 K animated Gifs each) showing strange phenomena observed using civilian weather satellites. One observes rapid and momentary darkening of very vast areas, in the USA, without cloud formations. This translates a modification of the local albedo (reflecting power of the atmosphere). Interfax News Agency, for its part, echoes debates held in August 2002 in the Russian Duma (Assembly). Its members expressed their great concern regarding the development of this new type of weapon, evoking "a qualitative leap in armaments." The rapporteur to the Duma specified that the United States had planned to install three sites of this type. The one in Alaska should be fully operational in 2003. The second would be implanted in Greenland and the third in Norway. The communiqué evokes the different ways to exploit these installations for military purposes:

- Disrupt radio communications - Disorganize control installations for aircraft and missiles. - Put civilian electrical installations out of service from a distance. - Cause fires in industrial installations. - Act negatively on the mental state of large human groups.

The rapporteur to the Duma immediately requested that such projects be stopped immediately, an appeal co-signed by 90 deputies and transmitted to the UN, to various international organizations, as well as to the parliaments and leaders of countries adhering to the UN.

A bomb has not been completed, but the USA is eager to test it

The Pentagon is going to test a new bomb in Iraq. This is a radiological bomb, the so-called E-bomb. The new weapon will allow disabling electronic systems and power supply systems. The E-bomb can be used to strike chemical and biological objects, avoiding human victims. Needless to mention anything about the Americans “art” of striking certain objects.

The radiological bomb was developed at a secret base in the southwest of England. The bomb creates high-frequency radio waves, which work like an electromagnetic impulse of an A-bomb blast. This wave is capable of penetrating underground bunkers, where Saddam is allegedly hiding his chemical and biological weapons. The radio impulse will easily penetrate ventilation and cable systems. The bomb puts such systems out of operation, and it will not be possible to efficiently use weapons that are stored in these bunkers.

Washington continues to push in this direction.. The development of the new bomb has not been completed yet, but the US Defense Department intends to purchase and use it already, and to test it, of course.

The Daily Telegraph wrote that the civil population will be safe and sound. The bomb can have a very limited range. It can be delivered on a missile, a “smart bomb,” or on unmanned planes. When a bomb approaches its target, its condensers receive discharges, sending a powerful wave of energy. It will be possible to disable an entire infrastructure, disturbing television and radio broadcasts.

The mentioned newspaper did not dwell much on the subject of the new British weapon. The Daily Telegraph emphasized the fact that Iraq and its regime is a monster. The author of that article was definitely doing a job that someone ordered him to do. It was in particular written that Iraq might possess tons of poisons and many weapons of mass destruction. There were 100 botulism-infected bombs produced in Iraq before the Gulf War, as well as 50 anthrax bombs. The author of the article also wrote that Iraq possesses chemical substances that can kill a human in about 15 minutes. The list goes on with mustard gas and psychotropic substances. All of these things cause horrible pain to the human body. The victim suffers from nausea, terrible headaches, and suffocation. The article in the Daily Telegraph gives a detailed description of each disease and all of its symptoms. This "article" looks as if it was written for a medical journal.

Here is its translation, followed by my comments.

The USA is impatient to test this device. This bomb is qualified as "radiological" and nicknamed E-bomb (by "radiological" one should understand, in my opinion, that the bomb acts via radiation, and the fact that the letter E appears suggests that this radiation could be of an "electrical" or "electromagnetic" nature, briefly that this device is a variant of "EMP" weapons, electromagnetic pulse). This new weapon should be capable of disabling electronic systems or power generators (briefly, everything that is electrical or electromagnetic). This "E-bomb" could be used to target chemical or bacteriological armaments, avoiding creating human victims. No need to recall the art Americans have of striking certain targets. (As we will see, these operations would aim to strike Iraqi underground installations. In this case, one sees poorly how the Americans would care about "collateral damage." Indeed, if certain technicians or workers present in these installations could be victims of these actions, one would be right to ask them "old man, what were you doing there?" Regarding such strikes, their implementation is totally realistic. Americans are perfectly capable of guiding "smart bombs" into all openings of Saddam's installations, or even drones, capable of entering through skylight-sized openings.)

This "radiological" bomb (radiation effect) would have been tested in a secret base located in the south of England (this brings us back to the Crop Circles file). The bomb creates high-frequency radio waves that work like the electromagnetic impulse accompanying the explosion of an A-bomb. The wave is capable of penetrating underground bunkers (this could mean that the Americans and the English would have known how to exploit the conversion of this energy into low frequency, below a few tens of hertz). The radio (electromagnetic) impulse can easily follow ventilation channels and cables (it is unlikely that Saddam's engineers had planned complete electromagnetic shielding surrounding their installations). This bomb will put out of use all weapons that could be stored in these bunkers.

Washington continues to push in this direction. The development of this new weapon would not be totally completed, but the American Department of Defense envisages its development and testing in real conditions (there is much to think that the weapon has been operational for a long time, as well as many others whose existence we still ignore).

The Daily Telegraph writes that civilian populations would have nothing to fear from such actions (we won't say as much for the technicians who will be in Saddam's bunkers). This bomb could have a very limited range. When the bomb arrives nearby, its capacitors create a violent discharge causing the emission of a wave containing a significant amount of energy (would this primary energy source correspond to "capacitors"? It is possible in the sense that currently research is being conducted where new capacitors store energy "in volume" and no longer "on the surface," with a power density per weight without any comparison to classic capacitors, where it remains low. It is known that microwave weapons carried by Tomahawk missiles were tested during the Gulf War. There, the energy was provided by a chemical explosive, classic "field compression" assembly. It is not excluded that this primary energy could be provided by a mini-antimatter charge, emanating from a doped crystal. But, truly, if the galleries of Saddam's bunkers presented after such attacks a residual induced radioactivity, who would complain? This would be "due to side effects of these radiological weapons." Unless it is "don't touch my bunker." Thanks to this, it would be possible to put a complete center out of service, which would also have the effect of disturbing radio and television communications (I remember in passing my first tests of microwave use in an apartment in Aix-en-Provence, in 1980, linked to my MHD work, experiments conducted in a 12 square meter maid's room. Each time I disturbed television reception in the entire neighborhood. No one ever suspected that I was the origin of the phenomenon, especially since each morning I hurried to tell people in the neighborhood "did you see, what happened with the television, yesterday? I had parasites all over my screen!" One of the repercussions of American actions could be to deprive Saddam of any possibility of media expression.)

The mentioned newspaper did not dwell much on this new weapon, which the English would have equipped themselves with in passing (one should not be surprised that England is involved in this type of project. As recalled by my friend Norman Mohlant, the English, as early as 1970, played a pioneering role in this field. Let us not forget that they were also pioneers in the field of radar, during the Second World War). The Daily Telegraph insisted on the monstrous character of the Baghdad regime. Apparently, the author of the article said what he was told to say. It was particularly said that Iraq possessed tons of highly toxic products as well as numerous weapons of mass destruction. One hundred botulism toxin bombs and fifty anthrax bombs were produced before the Gulf War. The author also says that Iraq possesses chemical weapons capable of killing a human in 15 minutes. The mentioned list passes through mustard gas as well as various psychotropic substances, all these things being capable of causing abominable damage to the human body. Victims would then feel nausea, terrible headaches, and suffocate. The Daily Telegraph article gives the list of these different effects and gives the impression of having been composed for a medical journal. (It seems indeed that the inspectors who traveled through the country after the dictator's defeat found these bombs. It is known that Saddam Hussein used very effective chemical weapons during bombings against Kurdish villages. The article prepares opinion in some way for this type of American intervention against Iraq. We are personally convinced that this intervention is motivated given the totally paranoid personality of the individual. The Gulf War was supposed to have zeroed out Iraq's technical-scientific potential. The oil blockade was to deprive it of all resources. In practice, it is known that Saddam always managed to sell enough oil quietly, using various complicities, to continue funding the development of weapons of mass destruction for Arab countries. It is not only nuclear. The arsenal is vast. It is not impossible either that Saudi Arabia, champion in all categories regarding double games, assured him complementary funding. In practice, the only victim of the embargo striking Iraq was its civilian population, for whom Saddam cares nothing. This fact allowed him to show in what sad state the measures taken against his country had reduced this population. Brainwashing in Iraq is such that many people in the country, instead of demanding, as requested by the UN, that Saddam open his military research centers to international inspectors, actually turn their resentment against the absolute culprit: the United States, the "Great Satan" for Iranians. It is known that the Gulf War was actually provoked by the United States because Saddam was a few years away from producing an operational A-bomb. They made the dictator believe that if he invaded the border part of Kuwait he had long claimed, no one would move against these "settling of accounts between Arabs," and he was foolish enough to believe it. We know the rest. Why was General Schwarzkopf stopped on the road to Baghdad? Doubtless because the Americans, poor politicians, had planned no alternative policy in Iraq, a country that could under these conditions become prey for Iranian Shiite fundamentalists. That being said, the situation did not evolve well and the embargo proved ineffective. One can imagine the secret pressures that must currently be exerted on European chancelleries in case these countries side with the USA in what could be qualified as a "police operation." Threats of waves of attacks must rain down. Decidedly, the Middle East is the powder keg of the planet.)

SANTIAGO, Sept 23 (AFP) - A power outage, whose origin is still undetermined, seriously affected nearly half of Chile on Monday, causing a chaotic situation in Santiago and in several cities of the country.

"We do not yet know what caused it, we are investigating whether it is technical failures or external factors" to the electricity production and distribution network, said to the press the Secretary of the National Energy Commission, Vivian Blanlot.

The power outage began in the late morning, paralyzing half the activity over some 2,000 km of Chilean territory, from the Taltal region, in the north, to Puerto Montt, in the south.

Three hours after the failure of the energy system, electricity was only partially and sporadically restored in some neighborhoods of the capital and part of the 20 provincial cities affected, including the major urban centers of Valparaiso-Vina del Mar, 110 km west of Santiago, and Concepcion-Talcahuano, 500 km south of the capital.

The regions deprived of electricity house more than seven of the fifteen million Chileans.

One must remember the power cuts that have been, in the past, attributed to the UFO phenomenon. Would this have "good back"? We are in the undecidable, but when one sees what is emerging with this story of crop circles (which started in 1981!), when one realizes that it may have been decades that the military have been playing with our ionosphere, experimenting with electromagnetic gadgets, one cannot draw definitive conclusions by reasoning, as Master Pangloss used to say, "of effects and causes." Let us quote in passing one of the Master's phrases, which one has the impression serves as a guiding thread for human history:

Are we pushing the brain to malfunction?

New technologies offer incredible possibilities to improve learning, memory, and modify human behavior. These futuristic high-tech tools are available today and are beginning to invade the market.

Michael Hutchison, a very prominent writer in the field of brain research, has allowed laypeople to familiarize themselves with this subject.

According to Hutchison, the brain functions in a relatively narrow dominant frequency band. The dominant frequencies of brain waves indicate the type of activity in the brain. There are four main groups of brain wave frequencies, which are associated with most mental activities.

The first group, beta waves (13 to 35 Hertz or pulses per second), is associated with normal activities, that is, familiar activities, during which the person's attention is turned outward. The upper values of this frequency band are associated with stress or states of agitation, which can alter thought and weaken reasoning capacities.
The second group, alpha waves (8 to 12 Hertz), indicates a state of relaxation. Alpha frequencies allow easy learning and good mental concentration.
The third group, theta waves (4 to 7 Hertz), relates to mental images (imagination, daydreaming), access to memory, and internal mental concentration. This state is often found in young children, during artificial modifications of behavior, and in states of sleep and dreaming.
The last group, delta waves, ultra-slow (0.5 to 3 Hertz), are found in a person deeply asleep. As a general rule, the dominant frequency of brain waves will be lowest (in terms of pulses per second) in a state of relaxation and highest when the person is very active or agitated. 223
External stimulation to the brain, with electromagnetic signals, can drive the brain or block it in phase with an external signal generator. External stimulation can lead or push dominant brain waves into new frequency bands. In other words, the external signal programmer or pulse generator can impose its own rhythm on a person's brain: normal frequencies are then artificially altered, and brain waves adapt to the new frequency band.

Brain chemistry undergoes changes in turn, which modifies brain function: thoughts, emotions, and physical condition are altered. Human behavior is a function of its programming. Mental manipulation can be beneficial or harmful for the individual who is its object.

The different frequencies, in combination with specific wave forms, trigger very particular chemical reactions in the brain. The release of these neurochemicals causes specific reactions in the brain, which translate into feelings of fear, desires, depression, love, etc. The complete range of emotional and intellectual reactions is the result of very specific neurochemical combinations of neurotransmitters, which are secreted during electrical pulses of specific frequencies. Precise mixtures of these brain secretions can induce very particular mental states, such as fear of the dark, or intense concentration [224]. Work in this field advances at a lightning speed, and new things are regularly discovered. The more we know about these specific brain frequencies, the more we advance in our understanding of the human organism and its proper functioning. Radiation of hertzian frequencies, which behave like a wireless conductor of extremely low frequencies (ELF), can be used to remote-control brain waves. This is what HAARP could do in some of its applications. However, the side effects of this process on humans are not mentioned in HAARP documents, but they are mentioned in government documents, which we scrutinized before writing this book.

Mr. Light, a researcher and director of Biomedical Instruments, Inc., an organization that commercializes electro-medical devices used for control or manipulation of brain activity, is often cited in Hutchison's latest book [225]. The electrical power level necessary to perform a control measurement of brain activity is very low (of the order of 5 to 200 microamperes), which is thousands of times lower than the power necessary to light a 60-watt bulb. These are very, very low energy needs. The trick to influence brain activity lies in the right combination of frequency, degree of power, and wave form. What has been achieved in this field, over the last twenty years, and particularly in these last few years, represents an enormous step forward.

Research, conducted internationally, has shown that the brain can easily be excited or led to change its state of consciousness, under the influence of external electromagnetic fields. These new tools have provided new means to scientists as well as laypeople. These means are electrical cranial stimulation devices, sound systems, light pulse systems, and a whole varied set of devices for brain training and feedback. Technological advances have been integrated into special control and command systems, which allow people to learn to control and modify their own brain activity and obtain beneficial results. In the documents, one speaks, among other things, of relaxation, pain management, accelerated learning, and memory improvement [226], [227], [228].

Hutchison's most recent work provides the best descriptions one can find on these techniques intended to influence the brain. His latest book, Mega Brain Power ("Megabrain"), offers the reader an update on developments in this field; developments go so fast that applications of this galloping science can no longer keep up. Starting from there, he has published, for some years, a Newsletter, an information bulletin on the latest discoveries. Recent publications 229 speak of technologies capable, among other things, of curing nervous system dysfunctions, correcting attention deficits and dysfunctions due to hyperactivity in children, solving problems of drug and alcohol dependencies. This type of electro-medicine is becoming one of the most exciting fields of medical research.

In recent years, scientists have developed medical and psychological applications, and they have obtained very encouraging results. Some of these results have awakened the interest of the Air Force, as you will see in the following chapter.

Unfortunately, military research continues to consider these technologies as weapon systems, rather than tools that can serve human evolution.

One of America's most gifted inventors, Dr. Patrick Flanagan, already predicted in 1962 an evolution in medicine: I believe that one day all medical practices will be transformed by electronics.

People will have electronic treatments and no longer medicinal ones

[230].

Personal remark

: this is not without evoking "The Priore Machine."

At that time, Dr. Flanagan had just been recognized as the inventor of what is still the most advanced tool in the world to influence brain activity by electromagnetic stimulation and can also function as an interface between man and computer, the Neurophone.

Flanagan said, in a recent interview,

that HAARP could be not only the most powerful "ionospheric heater" in the world, but also the most powerful device ever designed for brain manipulation. According to documents, when HAARP is fully operational, it will be able to send ELF and VLF waves using many wave forms at energy levels sufficient to influence the brain function of the entire population of a region.

HAARP planners have never mentioned Flanagan's research, although the Air Force and Navy have worked in this field since the early 60s. But as they apply compartmentalization and the principle of the strict minimum, which we have already discussed in this book,

it is very probable that most, if not all, those involved in the construction and programming of the HAARP project in this first phase, know nothing about the possibilities of use in the neuro-electrical field.

Dr. Robert O. Becker conducted an experiment in the early 60s with ELF (extremely low frequencies) using a direct current (DC) to transport the ELF signal. In other words, the ELF signal circulated like a passenger in a bus: it kept its own characteristics, while being carried to its specific destination. Dr. Becker tested this concept on men, using an ELF signal of 1-10 Hertz (cycles or pulses per second).

It resulted that some of these test subjects suffered a loss of capacity of their consciousness.

Weak ELF waves alone showed no effect, and DC alone had a very weak effect. Above 10 Hertz and in association with DC, the effects decreased progressively until reaching the level reached by DC alone 231.

This proves that with ELF waves (these frequencies have great affinities with human brain waves), one can perform external manipulations of brain processes and obtain very good results.

FLANAGAN'S NEUROPHONE

In 1958, Dr. Patrick Flanagan, then aged 14, invented the Neurophone, which earned him recognition as one of the most brilliant inventors of our time. The Neurophone can convert sounds (like speech and music) into electrical pulses, which can be transferred directly into the brain, passing through any point on the body, but without passing through the ears and other mechanisms related to hearing. The Patent Office refused to issue a patent for this device for more than six years, the time to discuss in detail this cutting-edge technology. Finally, officials declared that the Neurophone would never work and refused the patent. Patrick and his lawyer went to Washington D.C. with a device, to show it to the Patent Office examiner. The examiner declared that if this device could restore hearing to an employee suffering from nerve deafness, he would reopen the files and grant the patent. The device worked, the employee heard, and ... promise made, promise kept, the patent was granted.

Later, Dr. Flanagan worked at Tufts University, where he undertook other research and development work with his Neurophone. As a research scientist for Tufts, he worked on a communication system between man and dolphin, for the Navy.

This work led to the development of a 3D holographic sound system, which allowed directing sound in any direction of a room, but the listener would always have the impression that the sound was intended for them.

Further research allowed the development of a very sophisticated digital Neurophone, for which he requested a patent.

The American Defense Intelligence Agency immediately placed it under the seal of secrecy, in the name of national security, and Dr. Flanagan was forbidden to conduct further research and even to speak of this technology, for 4 years.

When the injunction to keep the secret was finally lifted, twenty years after the first Neurophone had been invented, Dr. Flanagan was able to have the Mark XI and the Thinkman Model 50 built, in limited numbers. They were used as tools for learning, as they could "download" information recorded in long-term memory.

From there, Dr. Flanagan continued to experiment with new concepts and advanced schemas, in order to further improve Neurophone technology. This device would be the absolute interface between the brain and the computer, and there is talk of putting it back on sale.

The idea of being able to transfer, into long-term memory, a profusion of correctly formatted information, would trigger a revolution in the world of education

(! ...). Existing educational models would become, as a result, obsolete. Education would no longer concern the accumulation of data, but would emphasize the learning of strategies and the exploitation of mental resources. This transformation would offer great possibilities for creativity and personal development, through the mastery of intellectual potentials.

The Neurophone is one of the devices capable of influencing the brain by electromagnetic stimulation, the most powerful ever developed. By inventing the Neurophone, Dr. Flanagan was decades ahead of his time. In recent years, he has continued to perfect the Neurophone, testing new transmission modes.

And, considering the interest shown by the Defense Intelligence Agency for the first digital Neurophone, it is very probable that they too sought to improve it. During our discussions on the HAARP project with Dr. Patrick and Gael Crystal Flanagan in 1994, it turned out that this radio transmitter and ionospheric heater could be used as a wireless Neurophone. This use offers enormous possibilities for offensive uses

CEREBRAL BIOFEEDBACK

Real-time cerebral biofeedback is another field of brain research, which is beginning to offer beautiful opportunities to many people. This field concerns new techniques of control over the brain. These are interactive electronic technologies, which today allow observing brain waves in real time. The person using these tools can see the traces of their own brain waves on a computer screen while they think or act.

Today, several systems exist on the market, but one of the most advanced is built in the United States by American Biotech Corporation. With these systems, a person can learn to manipulate their brain in a very sophisticated manner. It has been possible, among other things, to reach states of very deep meditation (states of consciousness usually reached after years of training), an increase in the recovery rate of brain dysfunctions, caused by a stroke or an accident, and improvements in children suffering from attention disorders and other dysfunctions.

These new feedback technologies serve to help people in multiple situations. Several researchers have proven the effectiveness of cerebral biofeedback, succeeding in ending states of drug and alcohol dependency. These tools and technologies have been used with the aim of curing a good number of mental disorders, by teaching the person how to create, at will, new brain structures inside themselves, to modify their level of consciousness. Scientists have noticed that people were capable of learning to reproduce, at will, a certain number of specific mental states, within 30 to 60 days, and without continuously using these machines. The machine serves only as a link between two levels of mental self-control. The techniques, which use computer modems, can be explained thus: it is a learning system to control one's thought at one's own pace, to achieve very specific results. A small child learning to master their legs to crawl, then to walk, then to run, is a perfect example. We, adults, are still at the stage of the crawling child, in our mental control. These technologies offer us the opportunity of better self-control, through better control of our brain. One should not underestimate the value of this technology.

Changing one's way of thinking, by personally deciding on changes, is not unhealthy.

But it is regrettable to note that governments are interested in these technologies, not for beneficial individual uses, but to improve their control over populations they consider dangerous.

These technologies promise much, but the potential for abuse is there, and it is very important. As these technologies currently exist, all work in this field should be published. This would guarantee the preservation of a fundamental human right, namely the right to think freely.

Work done in this field will have profound repercussions on each of us. The publication of information, jealously guarded by government agencies in the name of national security, would accelerate the understanding of these technologies and their scope. If state bodies published the results of their research, we could advance by giant steps in one of the most important fields of human development. If the human brain could be used more efficiently, it is probable that we could solve complex problems in the world and thus improve the quality of life for many people.

This chapter serves as an introduction to certain concepts we have studied. As for our readers, they are invited to pursue their own research and thus become new compilers. This chapter provides more extensive information on frequencies and wave forms of energy, likely to improve human potential instead of destroying it. The use and development of this type of technology should not be imposed on people by the Army through its manipulations of the atmosphere or by other external means. People should be able to personally choose these technological innovations, if they decide to.

In the following chapter, we will study the level of knowledge the Army has of these technologies and how it intends to use them, referring to the work of the Air Force, major universities, and private industry.

Are we pushing the brain to malfunction?

New technologies offer incredible possibilities to improve learning, memory, and modify human behavior. These futuristic high-tech tools are available today and are beginning to invade the market.

Michael Hutchison, a very prominent writer in the field of brain research, has allowed laypeople to familiarize themselves with this subject.

The first group, beta waves (13 to 35 Hertz or pulses per second), is associated with normal activities, that is, familiar activities, during which the person's attention is turned outward. The upper values of this frequency band are associated with stress or states of agitation, which can alter thought and weaken reasoning capacities.
The second group, alpha waves (8 to 12 Hertz), indicates a state of relaxation. Alpha frequencies allow easy learning and good mental concentration.
The third group, theta waves (4 to 7 Hertz), relates to mental images (imagination, daydreaming), access to memory, and internal mental concentration. This state is often found in young children, during artificial modifications of behavior, and in states of sleep and dreaming.
The last group, delta waves, ultra-slow (0.5 to 3 Hertz), are found in a person deeply asleep. As a general rule, the dominant frequency of brain waves will be lowest (in terms of pulses per second) in a state of relaxation and highest when the person is very active or agitated. 223
External stimulation to the brain, with electromagnetic signals, can drive the brain or block it in phase with an external signal generator. External stimulation can lead or push dominant brain waves into new frequency bands. In other words, the external signal programmer or pulse generator can impose its own rhythm on a person's brain: normal frequencies are then artificially altered, and brain waves adapt to the new frequency band.

Unfortunately, military research continues to consider these technologies as weapon systems, rather than tools that can serve human evolution.

One of America's most gifted inventors, Dr. Patrick Flanagan, already predicted in 1962 an evolution in medicine: I believe that one day all medical practices will be transformed by electronics.

Remark: Personally, I am convinced that countries like the United States and possibly Russia, the former USSR, have developed and tested "mind control" techniques on the scale of large population groups. I think these weapons, for they are weapons, have not yet been used on a large scale. I also believe that the HAARP system, to which I paid attention as early as 2002, is part of such a device, and that the vector of this mental control could consist of high-frequency microwaves, modulated at very low frequency (these encephalic frequencies mentioned above). One can also think of the delivery of such modulated frequencies by mobile phones, equipped with "dormant" modules that can be activated remotely. A specific receiver could consist of chips implanted in the brains of certain humans. In all these directions, we have long left the domain of science fiction.

It is quite plausible that countries that early on, like the United States, became aware of the materiality of the UFO phenomenon, where these remote actions on the mental state of witnesses abundantly form part of the file, pushed these researches from that time.

Today, it is capital, when holding technologies with military applications that can allow acquiring significant superiority over the adversary, to keep the secret on this fact as long as possible, even if one is dying to use such gadgets. Men would undoubtedly be very surprised if they knew about these arsenals of weapons whose existence is carefully kept secret, including by intensively disinforming large human groups. I think, for example, of the superiority conferred to the United States by the fact of holding a fleet of hypersonic devices implementing MHD, known under the generic name Aurora (I dedicated a book to this subject). As the years pass, the strangeness of the absence of a successor to the BlackBird spy plane (SR71 or A12, depending on denominations) or the absurdity of the commissioning of subsonic bombers like the B2 imposes itself as an obviousness, which no specialized press notes.

"Mind control" weapons, "mental control" weapons, are part of this arsenal. The emergence of "non-lethal weapons" like the Taser or like these directed energy weapons inflicting unbearable pain on individuals touched when they are hit by the emission of electromagnetic waves emanating from the plasma forming on their body, at the impact point, constitute only the tip of the iceberg.

It is regrettable to note that these technologies, which could have curative virtues, as mentioned in the cited text, are designed to do as much harm as possible to "the adversary." Obviously, if an effector of this kind is capable of curing ailments, it is also capable of creating them, of all kinds and all levels of severity.

DNA is very receptive to the "pulsed microwave in very low frequency" effector. It has been known for 30 years that the long chains of DNA, behaving as true antennas sensitive to very low frequencies, are 400 times more receptive than the water molecule, carrying polarization. In fact, water absorbs microwaves but proves practically insensitive to low or very low frequency modulation. This type of effector is used to create genetic manipulations with military objectives, in a true apprentice sorcerer's game, worthy of a Frankenstein film. I tried to sensitize a group of oncologists to these techniques about fifteen years ago. But for them, "electromagnetic waves" kept a "healer" side, and they received these remarks with the greatest mistrust. One of them cited the work of a Swede who had tried to use HF to attack cancer cells. These cells are indeed more vascularized than other cells of the same type, generally, thus absorbing HF more efficiently. The curative method therefore consisted in placing an individual suffering from cancer in a microwave oven. Cancer cells, heating faster than others, were the first destroyed. Tests were carried out on subjects with strong metastases, and reports indicate that many metastases could thus be eliminated. The problem is to stop the HF before the patient is ... cooked.

I tried at that time to make these people understand that this mode of tumor attack by pulsed microwaves had no relation to this brutal technique of "selective cooking." Without success. I gave up when I had in my hands a report from DRET (now the DGA or General Delegation for Armament or French Military Research), titled "evocation of cancers," where these techniques were explicitly proposed to create cancers in "targets."

One understands the general idea. The human body is transparent to high-frequency HF, like radar frequencies (which gigahertz, typically). DNA is receptive to the very low frequency that modulates such a "carrier." One can therefore, using such a technique, attack certain very long molecules, specifically. This could prove interesting for a retrovirus like AIDS, by definition protected from any biochemical attack by the lymphocyte where it has found refuge. The AIDS virus is "the murderer hiding in the police station." If the DNA molecule of AIDS presented a point of fragility for a very specific extremely low frequency (the action resulting from a resonance phenomenon), one could break it and destroy it within the lymphocytes where they have found refuge, the wall of these being permeable to the 3 gigahertz carrier.

Conversely, by tickling DNA molecules with such an effector, one can provoke rearrangements, mutations, create new viruses. It is plausible that the AIDS virus could have been created in this way. Its designers, having wanted to study the propagation of this new virus, whose long-term harm to man they undoubtedly ignored, would have tested the in situ contamination, in Zaire, of a commensal retrovirus of the green monkey, thus modified. The green monkey or "grisey" is in fact a small monkey, very common in Africa.

By handling these pulsed microwaves like apprentice sorcerers and by sprinkling them over vast territories, the military are likely to create absolutely ... anything. Significant ecological damage. They can provoke the appearance of new diseases, for example.

I have already mentioned elsewhere, I believe, another of the multiple applications of systems like HAARP. It is known that it proves very difficult to communicate by radio waves with submerged submarines. Water only lets very low frequencies pass. But the lower the frequency, the larger the emitting antenna must be. In France, immense antennas were installed on the Valensole plateau, in the south of France, to communicate at long distance with submarines supposed to constitute "our deterrence force." A more efficient system consists in using as antennas vast ionized layers, created at altitude using HF emitter systems like HAARP. This was likely its primary purpose. By acting on this ionized layer, one then has an antenna that can measure several hundred kilometers in diameter. The emitted waves can then penetrate deep into the marine environment, but we do not know what damage these waves are likely to cause in flora and fauna. Another means of communication, at shorter distance, between submarines or between a submarine and a surface ship, is sonar. Powerful emissions then create hemorrhages in the inner ear of cetaceans, who, deprived of the system that allows them to orient themselves, cease to "see" the coasts and strand on them.
