It seems, with the avalanche of UFO sightings in Brittany (17 cases in a few weeks), that we might be dealing with a UFO wave. The standard lab freezer goes down to -80°, but costs 5000 euros. However, our financial resources are currently focused on two areas: setting up the first low-density MHD experiments and publishing the book. We have opted for this intermediate solution, which allows us to preserve the plant samples long enough for analysis in the "Michel Bounias laboratory," 9 square meters.

A crazy idea then takes shape: to take up the research project of the 1980s, right. Rebuild a shock wave wind tunnel, a "shock tube," go "one step above" before even starting the low-density research. In September I will go to the international conference in Vilnius, Lithuania, where the organizing team welcomed me warmly, like a pioneer of the discipline. They also greatly appreciated reading the version of the Silent Wall already translated into Lithuanian. I will give an oral presentation and three articles will be published in the congress reports. Cost: 1300 euros, not counting the travel and accommodation expenses that I will once again bear myself. He has already borrowed a lathe that he has stored in his company to machine the parts himself. Because that's what UFO-science is, we cover everything from General Relativity to the welding station. Geffray has brought equipment from all over the world: a 45 cm diameter Pyrex chamber and a vacuum pump from England, a magnetometer from the USA, etc. But we need to machine parts, design and build a valve that is both vacuum and electrically sealed. It doesn't exist. We also need an electrical power supply. This will finally be made in the south by my friend Jacques Legalland, a real Mac Gyver of electronics, from two transformers recovered from two already dismantled microwave ovens. In a week I will leave Brussels by car to pick up the equipment in Paris and bring it down to the south to assemble everything and proceed with the tests.

With my Belgian friend Denis Roussel, a video professional, author of the first UFO-science clip, already mentioned, we will film at my place tomorrow. We will put together the English version of the first video, then proceed with the next one, in two languages. We will also prepare the following videos that we will film in August. The second one will be used to launch the book.

I think we are going to win. The problem of premises and technical environment, of required skills, is resolved. If one day the Geipan wants to collaborate, it will only have to assign us Cnes scholarships. We will ensure the supervision of the research.

The more time passes, the less we see the need to collaborate with any institutional body, especially since these (cases of technical schools linked to aeronautics) are automatically managed by former members of the DGA, the General Delegation for Armaments. It is said that when you dine with the devil, you need a long spoon. But the best is not to sit down with him at all. And a small home is better than a big one elsewhere. was set up by the President of the CNES as an independent authority in charge of supervising the activities of the GEIPAN. Presided by a person appointed by the President of the CNES, the Committee consists of 7 members representing the Administrations and Organizations concerned by its activities, 3 representatives of the CNES Directorate and 4 scientists appointed on a personal basis (The list of the Committee members is given in Appendix 2). Its role is to guide the activities of the GEIPAN, to organize the consultation between the GEIPAN and the Administrations and Organizations represented on the Committee and to make recommendations to the CNES on the directions to take. The CNES Directorate remains responsible for the functioning of the GEIPAN, its organization and the definition of its missions.

In 2007, at the request of the Committee, a new member, representing the DGA, was appointed by the President of the CNES.

3. PROTOCOLS AND CONVENTIONS

The role of the Pilot Committee in the daily relations of the GEIPAN with the civil and military authorities of the country is fundamental. Indeed, the existence in these administrations of correspondents at the right level of decision and well informed about the issue of PAN allows a quick response in the transmission of observations and a level of collaboration unknown until now.

The formalization of these relations is achieved through protocols signed with each administration. The establishment of these protocols is administratively long but this delay has in no way hindered the effectiveness of the relations established thanks to the Committee. Three protocols remain to be finalized and everything will be done to have them definitively implemented in the first months of 2008.

3.1 GENERAL DIRECTORATE OF THE GENDARMERIE NATIONAL (DGGN)

An agreement existed since the creation of the GEPAN in 1977, which essentially allowed the transmission of all PAN observation reports to the CNES. It was completely revised and a new protocol was signed on April 13, 2006. The procedure for taking statements and investigations of the gendarme's notebook was modified, a guide for taking statements was established and procedures for rapid information with the GEIPAN were also developed. A very important point, this new protocol established the legal framework allowing the public dissemination of the PV concerning the observations of PAN. The balance is very positive in terms of information speed. It remains to distribute the updated documents to the brigades to improve the information gathering and better sensitize them to the PAN issue.

3.2 GENERAL DIRECTORATE OF THE NATIONAL POLICE (DGPN)

A project for a protocol identical to that of the DGGN is under discussion with the DGPN. Although observations in police areas are much fewer, such a protocol will allow the police stations to be sensitized, where witnesses are regularly turned away.

3.3 GENERAL DIRECTORATE OF CIVIL AVIATION (DGAC)

A project was sent at the end of July to the Directorate of Air Navigation Services (SNA). No response has yet been recorded, but the collaboration between the GEIPAN and the DGAC/DSNA is already effective and was implemented during the study of some recent cases.

3.4 AIR FORCE

The collaboration between the air force, and more particularly the Air Operations Control Center (CCOA, now the CNOA, National Air Operations Center) and the GEIPAN is effective and fully effective since the installation of the Pilot Committee. The final convention remains to be formalized.

In September 2007, a circular was issued by the General Staff asking all air force services to collaborate with the GEIPAN. This circular also launches an investigation among pilots. A simple protocol was established with Météo-France which establishes the procedure for providing meteorological data, which are of three types:

3.6 OTHER AGREEMENTS

Other agreements (paid or not) are necessary so that the GEIPAN has all the necessary tools for the analysis of observation cases. The following are currently being established:

  • A convention with the National Institute of Scientific Police

4. ONLINE ARCHIVES

The online publication of the GEIPAN archives was the first decision of the Pilot Committee in response to the President of the CNES's desire for perfect transparency of its activities towards the public and the media. The objective date for the online publication had been set for the end of 2006.

The task proved to be much heavier and more difficult than expected due to:

The site was finally opened on March 22, 2007, three months after the initially set objective. The success was immediate and so great that the site "exploded" in less than 2 hours. A crisis cell allowed the situation to be restored to an acceptable level from March 28.

After a burst of understandable curiosity, the number of consultations dropped by a factor of a hundred, when the public realized that these archives were .. empty. Paper, wind, words put together as large administrations know how to produce at great expense.

This solution, a site composed only of static pages less demanding in resources, allows only a simplified search by region but allowed the service to be restored quickly.

4.1 MEDIA ACTIVITIES

The pressure from the media related to the site's opening began to be felt at the end of December 2006. From January 2007, in close collaboration with the CNES's Communication Department, a media request management strategy was implemented, with the objective of synchronizing interventions with the effective opening of the site.

A press conference presenting the site was organized on the day of its opening, followed by two phone press conferences for non-Parisian media and foreign media. More than 150 interventions were carried out in total. Among them:

  • Information in all national newspapers, including LCI
  • A special 8-page dossier in L'Express on the day the site opened

4.2 FORECASTS

Currently about 45% of the data is online, which represents the vast majority of observations made since 1980. The goal is to achieve full dissemination by the end of 2008.

The static site set up after the opening is still online. A version 3 of the site is in development, with a launch planned for early 2008. It will meet the original specifications as well as some suggestions made by internet users.

5. EXPERT COLLEGE

The analysis of observation cases and their classification into categories A, B, C or D requires the participation of multidisciplinary experts. At its meeting on December 14, 2006, the Committee approved the establishment of an independent college composed of volunteer scientists willing to invest in the study of PAN.

These experts make their own travel and investigation expenses. The same applies to a meeting at the Cnes headquarters.

The college currently has about thirty members, and its operation has been effective since mid-September 2007 through the provision of a collaborative work tool in the form of an exchange site that allows each expert to contribute.

Each observation case is posted on the site as soon as GEIPAN becomes aware of it, and to the extent that it has not been fully explained during the preliminary investigation. Each file consists of a descriptive page allowing different experts to intervene, this page referring to the case documentation.

Observation cases remain on the site until the experts conclude. When the case is processed, it is removed from the college's site to be posted on the GEIPAN site.

College expert meetings are planned at a rate of about two per year. The first meeting planned for December 2007 had to be postponed to February 2008 due to transport strikes.

6. SUMMARY OF INTERVIEWS

The personalities interviewed by the Steering Committee made proposals that enabled a number of actions to be initiated.

7. COMMUNICATION AND AWARENESS

to sensitize them to good practices when facing an observation and to carry out educational work by explaining its methods and its position on the issue of PAN. The GEIPAN representative has also intervened at the request of ufological associations (Toulouse and Colmar ufological dinners), amateur astronomers (Epinal), space-related events (Arras) as well as cultural events (Nantes Utopiales or Epinal Imaginales).

The publication of the archives highlighted a very important public expectation regarding the answers that an official organization in charge of studying PAN can provide. The response to this social demand has become predominant in GEIPAN's activities. Public communication takes several forms:

  • Systematic return to witnesses and authorities of the conclusions reached on observations - Permanent dialogue with internet users who visit the GEIPAN site and ask questions or make suggestions. GEIPAN's policy is to systematically respond to internet users within an average of a few days.
  • Awareness through the site where the attitude to follow in the face of an observation is exposed
  • Education through GEIPAN's interventions which respond as favorably as possible to invitations from ufological associations in order for the GEIPAN message to be disseminated to all types of public.

7-3 RELATIONS WITH PROFESSIONALS

Improving the "efficiency" and quality of the collection of testimonies passes through the training of those who may be confronted with the issue of PAN. The only training currently provided is for Air Navigation Control Engineers (ICNA) at ENAC.

The awareness of gendarmerie units through the updating of the gendarme's memo, the implementation of an interview guide and a rapid GEIPAN alert procedure have been put in place.

Training of gendarmerie officers, controllers and military pilots, civil air traffic controllers and civilian pilots are under consideration.

7-4 INTERNATIONAL RELATIONS

Cooperation with foreign organizations dealing with the same subject is part of GEIPAN's missions. Given its status as a civilian and public organization, GEIPAN is practically a unique center of interest and reference in the world; it is therefore regularly requested to present its organization and methods at international meetings. GEIPAN does its best to respond to these requests with the available resources. The Steering Committee considers that after the priority given in 2006/2007 to the online publication of data, a particular effort should be made in 2008 to expand international contacts and define an action plan in this area. The exclusive confinement of GEIPAN to hexagonal activities is indeed difficult to understand for an external observer, especially regarding phenomena of global dimensions. This necessary opening should obviously not be at the expense of the collection and analysis of testimonies in France, which remains a priority.

  • CISU Congress in St Vincent (Italy)

In June 2007, GEIPAN participated in the CISU congress, the main Italian ufological organization. This was an opportunity to meet European ufologists who are trying to work scientifically: D. Clarke (England); P. Conti (Italy); P. Ballester-Olmes (Spain); E. Ruso (Italy) ...

GEIPAN was very solicited during this congress, especially to be a leader in the creation of a European ufological research organization; an interesting project in itself but difficult to envision given GEIPAN's mission and the private status of foreign organizations. The Committee considers that it is not within GEIPAN's role or capabilities to engage in this path at least in the immediate future.

  • Hessdalen

Hessdalen is a small Norwegian valley, located 450 km north of Oslo, which has been the site of unexplained light phenomena for about 25 years. Norwegian and Italian scientists have been observing these phenomena and analyzing several physical values of the site (electromagnetic radiation, ULF and VLF propagation ...) since 1984. A delegation of the Committee visited the site in September.

It emerged from this visit that the means implemented and the current scientific organization are insufficient to hope for an explanation or several explanations of the observed phenomena.

It would be a pity not to try to analyze scientifically and perhaps explain the phenomena encountered in Hessdalen. This site is indeed apparently a unique laboratory in the world for the study of PAN, given the repetitive nature of the observations made there for 25 years. A feasibility study is underway to promote the establishment of a structured European project, at a minimum including Norway, Italy and France.

How much has the entire Gepan - Sepra - Geipan cost the taxpayer over 31 years? For what result?

I would like to know how Patenet manages to spend 170,000 euros per year

I fear that nothing will ever come out of this "new" office, GEIPAN, any more than from the previous ones. This is why we created UFO-science. Honestly, it's something else than these roundabout ways, these empty words, these strategies where "everything is premature" and we never stop considering considering.
